Semiconductor Units To Be Recognized As Essential Service Providers In UP

Lucknow, March 9 (TNA) By implementing semiconductor policy in the country as the first state to do so, the UP government has moved towards contributing to the national dream of a five trillion dollar economy. And so the Yogi government will not only provide financial incentives but will also provide non-financial incentives to entrepreneurs setting up semiconductor units in the state, an official informed TNA.

As per the Semiconductor Policy, the semiconductor industry in the state will be classified as an essential service provider under the Essential Services and Maintenance Act (ESMA). It is noteworthy that this Act was established to ensure the delivery of certain services, disruption of which would affect the normal life of the people. In such a situation, this will be a big step for the Yogi government for the success of the semiconductor unit.

Higher Education, IT and Electronics Minister Yogendra Upadhyay said that apart from this, many more important measures have also been taken for promotion in the policy. According to this, the industrial authorities will provide adequate water round the clock and will also provide or build an STP disposal facility. Along with this, the unit will be allowed to get electricity through 'open access'.

Not only this, the unit will also be provided power banking for renewable green energy. It will be governed as per the state Electricity Regulatory Commission (ERC) guidelines. The Government will ensure adequate redundancy in the power grid to provide reliable power supply for uninterrupted operation of the FAB projects. Non-disturbance provisions will also be implemented to encourage the units.

Under this, protection will be given to semiconductor units, so that they can be provided a conducive environment for hassle-free business. Under this, some immunity has also been given to the units to ensure business continuity. Under this, the approval of the board of directors of the authority to cancel the lease deed in case of violation of any norms by-law by a semiconductor unit after the developer has completed the investment and obtained completion from the concerned authority as well as payment of full lease rent.

Semiconductor units will be allowed to operate 24x7 and employ women in three shifts, but some special conditions have been kept for this. According to this, those units that take necessary precautions regarding the safety of women employees will be given permission. Additionally, semiconductor units are exempted from inspection under several Acts and the rules thereunder, except for inspections arising out of specific complaints.

These units are permitted to file self-certification certificates in prescribed formats. These include the Factories Act, Maternity Benefit Act, Shops and Establishments Act, Contract Labor (Regulation and Abolition) Act, Payment of Wages Act, Minimum Wage Act and Employment Exchanges (Compulsory Notification of Vacancies) Act.
