Bihar Shocker: 'Dog Babu' Issued Official Residence Certificate with Photo, Parents Named 'Kutta Babu' and 'Kutiya Devi'

Patna, July 29 (TNA) In a shocking incident that has raised serious questions about the accuracy of Bihar’s citizen record system, a residence certificate has surfaced on the official RTPS portal bearing the name 'Dog Babu'.

The bizarre document, issued under the State Identification Registry (SIR) drive in Masaurhi, near Patna, features a dog’s photograph and lists the father’s name as 'Kutta Babu' and the mother as 'Kuttiya Devi'.

Even more astonishing, the document mentions a valid address — Kaulichak, Ward No. 15, under Nagar Parishad Masaurhi — and carries a digital signature of revenue officer Murari Chauhan (Certificate No. BRCCO/2025/15933581).

The revelation comes amid a statewide initiative to update voter rolls and citizen records, raising concerns about the efficiency and credibility of Bihar’s digital public service systems. Authorities are yet to issue an official statement, but the incident has triggered outrage and ridicule alike on social media.
