India builds first rock check dam on Indus in Ladakh; 40 million litres of water to boost local farming

New Delhi, September 5 (TNA) In a significant move to harness the Indus River for local development, India has constructed its first rock check dam on the Indus at Upshi in Leh district, Ladakh, storing about 40 million litres (4 crore litres) of water that will now be used to irrigate dry farmland instead of flowing downstream.  The structure, built entirely from natural boulders without cement or concrete, has raised the river’s water level by nearly 10 feet, making it easier to lift and divert water into the Igoo Phey (Igu-Fe) irrigation canal for villages that have long faced acute shortages during the spring sowing season.

How the dam was built and how it works

The check dam is part of the Ladakh administration’s “Sindhu Jal Samridhi Abhiyan” (Indus Water Prosperity Campaign) and was constructed at an altitude of about 11,400 feet near Upshi, where the Indus flows through a narrow, rocky stretch.  Around 180 metric tonnes of heavy natural stones collected from the riverbed and surrounding area were interlocked to form a barrier about 200 feet long, with a base width of 30 feet and a top width of 15 feet.
By slowing the river’s flow, the dam creates a small reservoir upstream, increasing the water depth and allowing pumps and gravity-fed channels to draw water more efficiently into the Igoo Phey canal system.  Officials say this has directly addressed a long-standing problem: during the crucial spring sowing period, the Indus used to run too low and too deep in its gorge for local farmers to access sufficient water for their fields.


Benefits for Ladakh’s farmers

The 40 million litres of stored water are being channelled into dry agricultural fields through the existing Igoo Phey irrigation canal, supporting villages in the Upshi–Leh belt that have struggled with water scarcity for years.  The project complements another recent initiative in which the administration diverted about 90 million litres of glacier-melt water daily from the Stok Nala stream into the same canal network, benefiting more than 1,000 acres across 12 villages.

Taken together, these measures are expected to expand irrigated area in Leh district to over 1,500 acres, improve crop yields, and reduce farmers’ dependence on erratic river flows and rain-fed agriculture in a high-altitude, cold-desert region.

Context of the Indus Waters Treaty

The dam comes at a time of heightened tension over the 1960 Indus Waters Treaty (IWT) between India and Pakistan. Following the Pahalgam terror attack and rising bilateral strains, India in late August placed the treaty “in abeyance” and rejected a Permanent Court of Arbitration ruling in The Hague that said the treaty remains fully binding and that India must limit certain hydro projects on western rivers.

New Delhi has maintained that it is not violating the IWT but is now prioritising fuller utilisation of its share of Indus basin waters for irrigation, drinking water and hydropower in Jammu & Kashmir and Ladakh.  Pakistan has warned of serious consequences and framed the issue as a potential “water war”, but India insists that terror and talks cannot go together and that “blood and water cannot flow together”.

Strategic and developmental message

While the Upshi check dam is relatively small compared to large hydro projects, it carries strategic significance: it is the first such structure directly on the Indus in Ladakh and signals New Delhi’s intent to develop water infrastructure in the border region while improving local livelihoods.  By using only natural stones and avoiding cement, the project also minimises environmental impact in a fragile Himalayan ecosystem while delivering immediate irrigation benefits.

For Ladakh’s farmers, the practical outcome is clear: water that would earlier have rushed downstream unutilised is now being held back, lifted and routed to their fields, turning a long-standing scarcity into a more reliable source of irrigation in one of India’s most water-stressed regions.
